The reason for this is that either Java is not installed on your computer, or it might be installed but, for some reason, Java Web Start is not associated to this file. If you don't have java installed, then download it from www.java.com
If you have it installed, then right-click on the TradeInterceptorCharting.jnlp file and choose to "Open with" , then select Java if it is in the list. If it is not in the list then manually browse to the location of the javaw.exe.
